casting the spell "soil storm" in shaman of soil guild:

You mutter the words 'foz eurf'
You feel the true power of a focused mind!
You drain some energy from the staff to increase the power of the storm!
You magically raise soil particles and make them whirl at a terrible speed, unleashing a dreadful soil storm all around you!
Guard is blinded by the dust particles!
You hit Tower Guard and Captain with your soil storm.
Guard says, 'I am giving you a 5% exp bonus due to a low number of active players being on.'
Guard falls to the ground DEAD!
You receive 7806 exp.
HP: 2246|2248 SP: 2708|5358 EP: 1426|1426
[Willow]: is in good condition.
[Captain]: is not in good shape.

as you can see, the spell has a special which can blind targets, but the blind special drops immediately, instead of lasting a few rounds like it should. if it drops immediately it does nothing and is useless

It may drop same round
but it isn't a bug from what I can tell.
Also, wouldn't blinding them still interrupt
a monster casting and therefore not be useless?
Ayways, if it always drops the same round,
please let me know.
