I think that amnesia part of voltaic venting spell is not working:
You ravage General's system with a blast of lightning!
General breaks its concentration.
General gets a blank look, as if it forgot what it was doing.
You breathe, and everything around freezes, caught in a storm of lightning!
You hit General with your voltaic venting.
General's nervous system remains in tatters from the horrifying shock of a blue dragon!

General prepares itself to use a skill.
...combat spam...
You stun General with the force of your attack!
General breaks its skill use.
...combat spam...
General snaps its fingers, as if remembering important things.
General wanted to use skill even if he forgot skills/spells.

Breath forget isn't as powerful as other types of forget. Only makes the memory a bit fuzzy.
