I hadn't used fists of elements at all prior to this (since logging in this boot), but it wouldn't go up:
use fists of elements with cold
You prepare yourself to use a skill.
You are ready to perform your skill.
Your focus on your training and strike with the full power of a dragon!
Your fists are already imbued with magical powers.
Wasn't in combat when that happened either, so not sure why I got the message about striking with the full power of a dragon. When I used the skill again immediately afterward, it worked like it should have:
use fists of elements with cold
You prepare yourself to use a skill.
You are ready to perform your skill.
You focus your chi and fill your fists with magical energy.
Your fists are surrounded by a faint blue aura.
This isn't the first time it's happened - for some reason, fists of elements will occasionally not work and display a message saying that my fists are already up when they're not. Not sure what triggers it though...

Fixed (by Vor), but requires a new body for the effect to kick in.
