Leg throw doesn't work on talos flying away. However the skill usages says that it disables them from moving? While it would seem odd for leg throw to stop them from flying, mayble shoulder throw could do this to them as well?

Well, it is not possible to have everything making total sense in this game. Juggler stuff were written with humanoid target in mind. You can fight a slime where you would not even find their legs, or you can be fighting a plant or a tree where none of the body parts would exist.
So sadly, nothing is going to change.
