strangle Thu Jun 18 14:18:55 2009 MST Vor admin offline changed the formula that determines chance for strangle to do the special that denies monster ability to cast spells. i think it's probably a little of a downtune... but one of the reasons i'm changing it is that it was hard to really figure out what the hell the odds were for purpose of tuning.
