hi, i know a lot of you have been using warrior skills (namely
weaponmaster) and such to make yourselves better. as a result,
tuning high level shifters can be somewhat of a problem... you guys
are getting bonuses that weren't really intended for shifters, and
the most useful way to tune a guild is modifying the guild's own
stuff.

to this effort, i have slightly uptuned all shifters by changing the
way a few things work.
for one, i have upped shifter's inherent chance to crit, stun, and
do moderate crit damage.
for two, i have removed weaponmaster (and devastating blow) from the
masteries that give you bonuses to crit damage, removed weaponmaster
from the list of skills that gives you +crit, and didn't really need
to hange anything in your crit chance, so now that's up hihger than
it used to be.

that's not to say that i won't later reduce these numbers somewhat,
but i did want to make shifter easier to tune.

also, training multiweapons in your 2ndary alpha[s] will no longer
actually add to your chance to hit with those weapons. now it is all
based on your form-modified chance to hit with your extra shifter
weapons.

while secondary multiweapons doesn't add much, it does add some, and
i'd rather not let it since it's pretty out of theme (as is
weaponmaster being an affecting mastery of anything).
